Name any event, at any level, where communication and logistics was not required, and then where the action was successful. Anyone noticing their own reaction to the various media they choose will notice how important communication is. And experience of events around the workplace will provide many examples of how people rush to action... of a sorts... giving scant thought to the logistics of the operation....not to mention the sustainability of the operation, and so doomed to repeat the 'tail-chasing' cycle. Simple as:
a. Establish and maintain effective channels of communication, at all levels, discreetly, assuring confidence.
b. Do logistics.
c. Plan for action, and ensure others are aware of your plan.
